which would be a cooler place for a 16 year old to spend a year and go to school and have fun as well?

Spain. Excellent place to study and depending on which city you are thinking of, full of museums, historical landmarks, sporting events, can be near the Mediterranean, and great chance to experience the European culture and lifestyle for a year as well as social benefits from interacting with other people your age while there.

A friend of mine went to Sedona Spain for one year of college. She found the place AMAZING and was not homesick at all because the people were so warm and there were so many beautiful things to see when not studying. She didnt have too much free time, but a few trips were on the school's plans...talk to your school counselor to see if there are any exchange student programs available, what is needed to go, and since you are under 18 what the rules are. Dont put off getting your passport early, it has become a LONGER time to get nowadays!

Costa Rica beats all the places I have visited in Europe and I visited a lot of countries.

Extra friendly people. Highest Standard of Living in both--Central and South America. Stunning Pacific and Caribbean rock shorelines and secluded beaches.
Good prices and good road system.
The Continental Divide is just great-gets down to 55 degrees Fahrenheit at night!
They grow citrus, coffee, apples, plum, peaches.
Up in the mountains there is "white water rafting" and great mountain fresh water fishing.
Yes, in the lowlands there are beautiful jungles as well.

They also have some unique eco-systems called "cloud forest"; much better than rain forest.

Depends where in CR. On the east coast is where its "fun", especially if you like to surf. The rest of the county, generally is poor, rural, and/or rain forest. Some cool tours of the forests, but would probably get old quick. Spain has more to do and more culture. More tourist in Spain. Costa Ricans seemed friendlier to me, but both countries are hospitable to Americans.

Spain of course!! Spain is an excellent place to live and study.. with a lot of museums, historical landmarks, sporting events... Living in Europe is a wonderful experience!
