James Herbert wrote the novel and Carlo Carlei wrote the screenplay.
If the full title of the book is,Fluke: Or, I Know Why the Winged Whale Sings then the author is Christopher Moore.

James Herbert wrote the book Fluke about a dog or rather a man who died and came back as a dog but still had his own memory.

If we're talking about the film about the guy who dies and comes back as a dog - Fluke (1995), then yes, the novel was by James Herbert. If not, then I don't know. Sorry.

It was James Herbert - a complete change for him. He has a rather brutal and shocking turn of phrase usually so this is a refreshing departure that, in my opinion, proves his abilities as an author more than anything else he has written.
