Read up on their requirements, tanks aren't good.

I have two water dragons. The condensation is not really an issue, with water dragons, they require 75% humidity, which is going to make the glass foggy. It should be well ventilated or your dragons could get a fungus, salmonella could get out of hand etc. This is a reason tanks aren't great...also they are not big enough. At any reptile store you can get a hygrometer which will tell you the humidity. They are around $5. Every reptile cage should have at least one hygrometer and one thermometer.

Water dragons are tropical and arboreal. Their favorite place is a tree branch over a pond of water. They love climbing. They can't climb in a tank. Look at my sources for books on how to build your own inexpensive cage.

Also, don't use a heat pad as recommended in another comment. Water Dragons are heliothermic not thigmothermic, and I have heard horror stories from thigmothermic reptile owners who had their reptile cooked by heat pads/ heat rocks.

4 foot is a good dimension for width, now if it were 4 feet high as well, then you'd be in business.

If you build a tall cage around the aquarium and fill the aquarium with water for the dragons to swim in, they will love you forever.

I dont know if a fish tank is the most appropriate tank for a water dragon but steaming up is a good point as they do require quite humid conditions.

Would ask lots of other questions to find out what kind opf setup you have

It's condensation, humidity water dragons need this, people buy misters to create this or you can spray with water every few hours. Check you have the right temperature. You could try changing the lid, maybe put a mesh one on top a fish tank isnt really ideal for reptiles. Also do you have a water pool for it to play/ swim in. Normally it is better to have a glass front and 3 sides. Go on http://www.repticzone.com/ they are really useful.

Has your tank got air vents at the top? All vivariums should have adequate ventilation. Some lizards like humid conditions so it would depend on what species you have as to whether its a problem. If the tank is damp you will get condensation building up, esp if you have a heat mat/heat lamp. Another possibility is that your lizard is breathing on it so he can draw pictures!! :op but I doubt it.

steam is usually a good thing. It all depends on the type of lizard you have and how moist the tank needs to be kept.

If it is steaming up quite a lot, it will be a perfect breeding ground for bacteria, so make sure you are keeping it clean.

For lizards you need a proper lizard tank with heat mat etc in. For some types of lizard you even need certain lighting. You really need to read up and check that you have the correct heating, ventilation etc in it.

it isnt steam its condensation, what lizard is it some lizards cope better with a higher humidity than others, but reptiles can easily develop respiritory problems, my advice to you is if you insist on keeping it in a fish tank is cover some of the top with mesh to keep the humidity down

i have a iguana and it is your heat source ! either your heat lamp is to stong or heat pad it to big, change to smaller size . if you have a full lid with no vents change to a screen top to reduce he build up in the tank, dont worry you want loose the heat , just the steam on the glass.
