Harlequins. I am sure you have heard of them. Be careful which Harlequin romance novel you read, though. They range from clean to steamy. It will say on the book cover, and the clean ones are really good!

I would also suggest the older and now out of print Sunfire Romance series. Written in the eighties, the series continued until the early nineties. Each title is a woman's name--Emily, Jenny, Amanda, etc. They are all historical romances. Very good. Very entertaining. I grew up on them :)

I'd also recomend Twilight and New Moon by Stephanie Meyer-other than kissing, they're clean...who knows if later books in the series will be clean, but I think Meyer said they would be. I'd also recomend Pride and Prejudice-it's old, but good, and it's clean. Wuthering Heights is good too-and so's Sense and Sensibility. Old stuff like that tends to be clean, because of the standards people had at the time. Nicola and the Viscount by Meg Cabot is a good book as well. Good luck finding some books!

Barbara Cartland wrote more than 700 romance novels. They are all historical novels and pretty clean. She is best remembered for her quasi-historial Regency, Victorian, and Edwardian romances. The heroes are almost always Dukes,Earls and Viscounts and the heroines are always sweet, aristocratic and beautiful.
My favorite book by Carland is Cupid rides pillion.I'll copy the back blurb for you.
England under Charles 2 was a gay, pleasure loving land. And Lady Panthea Vyne enjoyed to the full, for she remembered only too well the dark days of Cromwell's iron rule. She remembered Christian Drysdale, too,Cromwell's bestial tax-collector who had been her husband for a few short hours, until she had been rescued by a mysterious highwayman.5 years later,at the richly colorful court of Charles 2,others learned her secret including the jealous Lady Castlemaine...as the dangers besetting her drew closer,Panthea put her faith in the man whose life was in equal danger-the mysterious, yet strangely familiar,Highwayman.
Stolen halo by Cartland is a bit modern but still very clean. It is about a woman who assumes her cousin's identity.
Then there is author Lucy Walker who writes Aussie romances. The man from Outback by her is good.It is about Mari, who was whisked off to Australia because of a broken love affair. There she meets Kane Manners, the manager and promptly falls in love again.
Escape to happiness-Mary Whistler
A lot of romances written in the sixties, seventies and early eighties contain very little sex and violence. My mom had a lot of them. For the rest I relied on second hand book stores.

Actually, at your local book stores they may be some in the Young Adult section. I don't remember the authors, but books like "Major Cursh" and "Novel Idea"
They are easy to spot. They all look really similar. They are done by the same publisher and the covers are done in cartoon looking characters.
