I think what you are referencing is femur-fibula-ulna syndrome. There are many cases where there's partial or no femur bones during fetus growth, as well as a shortening of arms, missing fingers as well as other complications. It is considered a rarity in the medical community, but it does happen. I hope this helps out some.

it is called PHOCOMELIA, it was due to a drug-THALIDOMIDE in the late 80's not sure which taken by prgnant women for nausea caused loss of femur n tibia in legs and radi-ulna humerus bones o f the hands.i.e short palms n feet would directly start from the hip joint anf shoulder joint,like flipper's or seal limbs.
