Corel Draw Essentials 2 does it quite well, and it's available free.

As the man says try Gimp it's Free and will do most of what the other ones do
I agree the other programs suggested are great but they do require quite a bit of working out before you can use them
Try a search in Google under Free Photo Editing programs
there are lots of good ones out there and quite a bit easier to use

Paint Shop Pro, preferably version 9 or 10
you can pick it up (v9) for about £30 quid, whereas Photoshop will cost lots more...a few hundred....
I have been using PSP for ten years. Only professionals will ever get full use of Photoshop, PSP does pretty much everything you'll ever need.
So unless your a pro, which your asking of this question suggests you aint, stick with PSP

Trouble with photoshop is that it takes a complete novice quite sometime to learn how to use any of its more powerful functions. Its great yeah.. but just takes some time to learn.
I'd try that Corel one mentioned above first.

Theres a few free ones if you dont want to fork out £80 for Photoshop Elements.
As someone else said, they're not automatic, you have to learn how to use them.
Also google for Picasa.

Try adobe photoshop it has a lot of cool filters and you might be able to find a filter that can do that.

not really sure what you want...but Photoshop is the best photo editing software commercially available, you can do a lot with it maybe even what you want to do

there isn't a program that will do it automatically for you but i agree that photoshop is the best program to use but you have have to learn it for quite a while first
