It is a 1987 Dodge Ram 4 wheel truck., I swapped the hazard light fuse and checked all of the bulbs but that didn't help. They come on if I have the ignition switch on and a turn signal engaged along with the switch.

You probably have a short in your steering column which stops it from working unless the turn signal is engaged. You need to take off the steering wheel (requires a special tool) and then disassemble each of the items in the column (keep notes on where everything goes) when you get to the turn signal/flasher switch you can examin it an see if anything is in the way or if there is a short (you may have to replace the whole switch mechanism)

there are 2 flasher units for turn signals. 1 for the turn and 1 for the 4 ways for the same lights. it sounds like the flasher circuit is being powered by the turn sig. if you can find them (next to the fuse box) switch them if the reverse happens, 1 is no good

Check fuse # 3.. that is for the flashers.

Also there are 2 relays on that truck. One for blinker, from what you say that one is ok.. .The other is for the flashers, check that one.

sounds like a short.you might try changing flashers and see if thats your problem.
