Well Puerto Rico is probably the cheapest overall since the flights are alot cheaper.
But of the two you mentioned I would think they are very close and it would just come down to what kind of resort you are looking for.
Overall you will probably get the best value in the Dominican.

The Riviera Maya is amazingly shelter, has great beaches and great food stay in Playa del Carmen (MX). in case you like countless inclusives, there are countless good ones. in case you like a small boutique lodge and to consume out, there are countless. 5th street in Playa is over a mile of eating places, shops, and nightclubs. great exciting!
