We did. It's called "ethanol." The thing is that your mixture has to be almost completely ethanol, so why bother with the water?

It's already in water. It's called hydrogen. Extracting the hydrogen inexpesively is the problem.

They have invented something similiar. Its exhaust is water vapor, but the engine runs on hydrogen.

by electrolysis we can seprate hydrogen and oxygen from water.
store and compress the hydrogen and use it as a fuel.
