If you're talking about "Happyville" - then the effects are super simple. The filmmaker shoots the scenes separately. Then puts them together in editing. The train traveling down the track is filmed going across the intersection. The car traveling across the intersection is filmed at a different time. Then the editor splits his screen into a left and right section and has both scenes run at the same time. The special effect is added to the train as the scene dissolves from one showing the train and one where there is no train. These effects are computer generated - most likely in the program "Final Cut." There are various programs out there that will simulate lightening, explosions, flashes and glows. Using these with a cut or dissolve will produce the sfx on this short. Hope this helps.
