hyacinth cells have more pure water then the sea water does so the water would be hypertonic to the plant

Since the water hyacinth is a fresh-water plant it is used to using water without salt. If it is in salt-water then the plant is hypotonic because it has less concentration of salt. However, in your problem is asking about the water and the water is HYPERTONIC because it has more concentration of salt than the water hyacinth.
