The Valley (that is, the San Fernando) IS a part of L.A. I assume you mean getting from the Valley south to Hollywood, downtown, or West L.A.

While the people who say walking is cheapest are right, that's not really very practical. In most cases, you'd take a bus (like the Ventura Boulevard rapid bus) to the North Hollywood subway station and then take the red line subway southward. The first stop is at Hollywood and Highland; about halfway through your trip you'd reach Wilshire and Vermont (where you can transfer to rapid buses to West L.A.); and the subway line ends at Union Station in downtown L.A. The fare is $1.25, and you can ride all day for just $3.

depends on where you are right now? Flying is expensive, and i don't know if you are that far away. getting a coach seat in amtrak is pretty cheap.
