Hi there. It is from a nonsense poem by Edward Lear and has been picked up to mean getting nowhere despite best efforts. Tie a piece of string tightly to a nail and then take the loose end and move it in a circle - it will gradually wrap itself around the nail until it can no longer be moved. This is what the concept means.

“I’m going around in ever decreasing circles” was, then I would be going around in ever decreasing circles trying to explain it to you.
Around and around until you cannot go round no more, because of the ever decreasing circles.
If you draw a circle the another inside and another and so on then eventually you will not be able to draw a circle any more.
Repeat repeat,
To go over the same subject over and over.

This is referring to a spiral, not real circles. A bird that flies in ever-decreasing circles is said to end up flying up its own ar$e. The bird that does this is the famous rarie bird.
