Each university evaluates foreign grades on its own. So if you are applying to, say, the University of Toronto and someone from your university has applied there before the U of T already knows your university's system. If not then they will either go on-line to your university's website and find out the grading system or write to the Registrar (or equivalent official of the university) and ask for information. Big universities have people who do nothing but that.
