If you have XP go to My Computer and right click and select manage. Go to disk management and find it there. From there you can partition and format it. If you don't see it there then check the cables and power.

It isn't successfully installed obviously. If it came with a cd-rom it might need you to format it through their software, my western digital drive required that for some reason. Try checking all the wires and make sure your jumper settings for slave/master are set properly.

I can give you a link that deals with hard drive problems.
Some drive problems can be easily fixed by yourself using easily available tools. I found the info at http://fixit.in useful. Try this site, if you can get what is required.

check and to see if the BIOS sees the hard drive, if not then windows will not either.
