Her birthday is next week and she is attending a university out-of-state. I'm going to make her a "cake" out of brownies (it mails well) and include frosting and candles.

What else can we do to make it fun and special for her?

Ask her best friend which never come to visit your house. Then when she come back home, she will be surprised. Yeah, surprised is one of way to make daughter remember her bday..

Make a small dvd / video, and send up to her - maybe of you and the family singing Happy Birthday to her. Tell her to play the video while opening her gift.

On the video or dvd, have each person leave a personal message. Something like: We love and miss you...wish we could be there with you...whatever is in your heart. Also, see if you could get a couple of her close friends to leave a brief message for her on the video. I am sure it is something she would treasure forever!

Send her some gift certificates for stores and restraunts in her area. Add some fun pictures of her in her younger years that you know she will think are funny and cute. Oh also, make a tape of you and family members singing her Happy Birthday! Im sure she will love it!

See if she is going out to dinner or for drinks that night and have a desert or drink sent to her from you. You'd have to be a little investigative but that's always a nice surprise. My mom did that when I was in college and it really surprised me AND made me feel like they were there with me in spirit. ALthough, instead of paying for a desert, they paid the bill.
