"Politics" or "politician"?

If it is politician, then the police are not politicians. A council worker is involved in politics, but is not a politician.

Politician is someone who is in the process and position to effect cheange through the political system. The secretary of the mayor is not a politician. The mayor is. A city councilman (woman) is a politician, but the person working to get them elected is not, but is involved in politics through the process.
