It really depends on what you want to do. If you are looking for a primarily melee fighter, then you want a Redguard, Orc, or Nord. If you want a spellcaster, then a Breton is probably your best bet. Dark Elves are the most balanced character types, as they have bonuses in both the magic schools and combat techniques.

As far as class, you should really make your own. If you choose your own major skills, you can control your leveling to gain max benefit. For example, I just recently used a controlled leveling approach to get a maximum attribute increase for my Redguard. Each skill is related to an attribute, and increases in any skill drive your attributes up, to a maximum of +5 per level for 3 attributes. Your level increases when your major skills increase by 10 points.

As far as birthsign, pick one that fits your play style and doesn't have many weaknesses. The Warrior (+10 strength/+10 endurance) is best for melee fighters and The Mage (+50 magicka) is the best for spellcasters.

Depends on what you want to be in the game. If you want stealth, a Wood Elf, or Khajit is probably your best choice with the birthsign of the Thief. If you prefer combat, a Redguard, Nord or Imperial would be best with either the Lady or the Warrior as a Birthsign. If you want Magicka, a High Elf or Breton would be the best choices, the Atronach is a decent birthsign, but you cannot regenerate Magicka with it, rather you can absorb any spells cast at you or you have to depend on Restore Magicka potions. Dark Elves are good for a more rounded-out character. Argonians are okay, they can breath underwater and have a high resistance to disease and poison, but are otherwise not that great.

Mine is currently a Dark Elf, self-defined class close to a Monk, with the birthsign of the Thief.

I use the Nords for my race, Acrobat for class, I forget my Birthsign now. But if you want to be a mage find a race, class, and birthsign that will give you the most Magicka points for a lot of spells and get you leveled high right away. If you want to be a warrior get one that does well with health, strength, and endurance. It is a pretty easy game compared to Morrowwind, you really don't need skills high to perform well. Only problem is, I am a combatant, so my spell levels are pretty low for the time being so I cannot buy the more powerful spells.

Depends on what you want the character to do. Read through the short descriptions. Some characters are better at combat and others at magic. Then choose a race and birthsign and class to further help those attributes you want to be strong. For example, if you want to be better at magic, choose things that help spell casting.
