If the school policy is written and given to students, made available to parents, along with consequences for breaking the rules and the student breaks the rules anyway, then they have no recourse when the punishment is enforced.

It depends on the school policy. At our school the policy is no electronic devices are allowed to be out in the view of others. In other words, if you have a phone, it should be in your pocket or purse. Or better yet, left in your locker. Too many of the tests have been photographed and handed around to other students. That is one small reason for this policy at our school.

If the school said no phones in school, they meant no phones in school. Now days it seems there is 0 tolerance for breaking the rules in school.

I think it would depend on the rules of your school district and the laws of the state you are in... I think that would be rather harsh .
