To just burn DVDs - DVD rewriter at about 40x should be plenty (anything less than 8x is too slow)
To download several films simultaneously you need large ram of about 1GB at least to make life comfortable.
Download speed (depending on ISP) should be at least 1GB that you leave on all night
To store loads of films on a PC you need 200GB to make life comfortable. At least 100GB for bare minimum. More space on your computer can be bought with external hard drives which can cost about £100 for 200GB (cheaper if you go aborad).

Aim to get desktop over laptops since laptops of relative callibre is more expensive..
All the new ones are more than adequate. For the bare minimum expect to spend at least £300.

P.S. avoid getting things wil wireless mouse or keyboards (they break down easily and are expensive to replace).

Download films to watch is illegal. If anybody ask, you did not hear it from me. 'Recommended P2Ps' is Limewire and it is available from http://www.download.com

Good luck

If you only want to download and transfer the films/TV's to DVD then the cheapest machine on the market will be fine - though maybe go for the 'next model up' for a smoother experience.

I.e 512MB RAM - 80GB+ Hard disk space - DVD-RW

If you will be storing the films go for a 250GB+ Hard drive

If you will be playing the films on the PC and maybe recording TV, even editing films go for something along the lines of -

1GB RAM, 250GB+ hard drive, 128MB (maybe 256MB?) Graphics card. 2.8GHz+ processor should cover you, AMD or Intel.

If you plan on using Windows Vista (Latest version of Windows) up the specs to the next model you can afford.(i.e 512MB ram should be upped to 1GB)

A SATA Raid array would be better with a double layer DVD burner

u probably need SCSI cheetah hardrives, they are 15000 rpm. u need at least 4 gigs of ram and probably SLI graphics cards (something like a MSI 8800 GTX http://www.ebuyer.com/UK/product/120325/rb/24720407796), i would reckomend a dual core AMD like the 5200+,

that might just cut it, if your lucky
