Yes, they can.
People are only protected from discrimination on the basis of disability, sex, sexual orientation, race, and age.
The only way you could possibly argue it would be if you were on benefits due to a disability, but I'm not sure if that would work or not, it's just something that occurred to me.

It would not be discrimination as the letting agent can refuse to let the property and not give a reason.

Yes they can.
A lease is a private contract and the landlord or letting agent can insist on anything they like that isn't discriminatory by race, disability (thanks Ruth) or sex, sexuality (when that law comes in), and maybe also age (did they pass that law yet?).

you have to find an agents which do not mind benifit claimants,
housing benifit is paid straight to the landlord, so landlord has guaranteed payment, people in receipt of housing benifit are a much better class of tennant, dont you think?
