That's a tough question. Depends on what you include in welfare. If you include Social Security in the welfare figures, then most definitely individuals receive the most. However, businesses do receive a decent portion of this as well. For examples, farms receive something called subsidies from the government. Subsidies are basically a form of welfare. The subsidies generally are paid to the farmers to keep them from producing to maximum capacity on their farms, thus keeping prices from falling "too low" for certain commodities. Once again, it depends upon your definition of welfare, and also how you categorize certain people (farmer could be considered the individual or the business), but I would still go with the majority of transfer welfare payments to be going to individuals. These payments should be cut down upon, as they generally do not solve the problem and are wasteful. However, a better system that is more politically accepted has not been found yet.
