The UC application deadline for high school seniors was November 31, 2006. The last SAT test she could take was December 2, 2006 and the last ACT test she could take was December 9, 2006. At this point, it's too late to do anything about it (the January SAT is tomorrow). She can take a gap year (join Peace Corps, AmeriCorps, study overseas, or something worthwhile that will look good on her personal statement, and study for her SAT or ACT) or start in a community college and transfer in two years (and bypass the exam requirements).

a high school senior definitely needs to take the SAT. with a 4.0 she will walk into Riverside, dont hold your breath on either UCLA or UCSD though. those are two highly competitive schools and unless she is otherwise exceptional(eg star athlete); a 4.0 wont cut it
