If by bug do you mean, can he hide a small device on your phone to eavesdrop on you? Then no, he can't. However, it is possible, but highly unlikely and illegal through other methods for him to listen in.

The sale and/or the use of any device to listen to cellular radio frequency bands is illegal in the United States. Scanners are not programmed to pick up cellular bands, and modifying them and using them to listen in on cellular conversations is illegal. Not too mention the fact that a scanner that would be able to capable of listening to the type of digital signal from cell phones would cost a lot of money, probably $400 or more for a cheap one, with no guarantees of that even working. Again I would point out that the purchase of such a thing would be illegal.

Other than that a bulky, noticeable, and cheaper recording device can be hooked up to any type of phone. We're talking a cassette or digital recorder hooked up with an adapter. In some states it is legal to record a telephone conversation as long as one party is aware of the recording. I believe in most states it is illegal to record conversations if neither party is aware that it is being recorded. You can get inexpensive devices to record phone conversations from electronics stores, but you'd be looking at something that would be too large to hide on a cell phone. It would probably be bigger than the phone.
