If you live within any municipality there is a good chance you will need a permit. In general, any building that will be become a permanent fixture on your property requires a permit.

There are a few reasons for this. Building departments are responsible to make sure that people build safe structures, build in way as to maintain the overall integrity of a community (visually) and most important - to calculate the increased value of your property from such an addition as to increase your property taxes.

Most building departments in Canada (and I would assume the USA) have the right to ask you to tear down any structure built without a permit. If you plan on spending any sizable amount of money on this, don't take that chance - check with your building department first - it only takes a phone call.
