typically it will vary from state to state
but you will find that the people who want to own exotics are people with low self esteme - people who think that owning a cool pet will in some way make them cool
infact it shows their ignorance to animals on a whole, since most people know that exotics really do not thrive under human ownership and conditions.

jigadee, with the proper lisences, education, and containment systems, a person with credentials can posses a giraffe! there are many game farms with bison, wildebeast, even camels here in florida.
unfortunately, many exotics are aquired illegally and are held without proper care or documentation. i once saw a tamandua (a small anteater) a man had brought to the humane society because he didn't like cleaning up it's tarry feces all over his house. he had no knowledge of it's natural habitat or food source. real sad that money can buy you anything...
the most commonly owned exotics are actually birds, ferrets, rabiitts, and fish. any animal not a dog or cat or livestock is considered exotic.
i presently live with a few exotics-2 big snakes, a skunk, 2 raccoons, and i would like to aquire a pair of ringtail cats or fennec foxes when i graduate. (i do have a class 3 lisence for the skunk and coons, which must be renewed every 2 years)

you don't need a permit to own a camel- whoever wrote that has never owned a camel.
Anyways, it all depends on the state. In Ohio- you can own a tiger or a lion and I don't think you need a permit. In Wisconsin (where I live) you can not own anything exotic (other than sugar gliders/ferrets/etc) without a permit.
As for just legally owning, with a permit, you can own anything.

Emperor scorpions are pretty exotic. Plus, they are so docile you can hold them in your hand or on your shoulder. Just don't get them riled up, they have strong pincers. They usually only sting as a last resort, but that depends on what a scorpion considers a "last resort" Other kinds of scorpions may not be as nice.

It depends on the state and licensing. Wildlife rehabilitaters can keep many different animals that the average Joe is not allowed to keep.
