If you have microsoft publisher you could fiddle around with all the different formats and templates until you have something that you like. If you don't have publisher you could always use word, but that's more complicated and will only give you a giant headache if you are trying to do something really complex.

Google Page Creator is a good, middle of the road answer. Completely free and plenty of options for the novice page designer. URL will include "googlepages" in the address.
