You want a convoluted answer?
S1=(a1,a2,a3,...a17)
basically, S1 is just counting from 1 to the number you have
S2=(m01,m02,m03...m08, m11,m12,m13,...m18,m21, m22, m23,...m28,...)
basically S2 is just taking 0*8 and adding 1 to 8 to it, then 1*8 and adding 1 to 8 to it, etc.
Place S1 in one-to-one correspondence with an ordered subset of S2.
We get the ordered pair (a17,m21)
The way I have it set up, you'd easily see that m21 is 8*2 + 1, so 17= 8*2 + 1 and 17/8 = 8*2/8 + 1/8 = 2 and 1/8.
See? easy as pie.
