Right now I would have to say Paul Westerberg's "Stereo/Mono," is my favorite but Wilco's "Yankee Hotel Foxtrot" is a close second. How about you?

Steve Earle's "Transcendental Blues". He's pretty much pigeonholed himself as a political artist now (not that I don't still like him) but this one is probably his most universal work. The songcraft is incredible, the production is innovative while still reaching back to the greats, and it runs the gamut from bluegrass to Celtic to psychedelia to flat-out rock. It barely made the cut (released in 2000) but it holds up remarkably well.
