Is this a joke? Your question title has a couple of mistakes to start with:
Why is a that anybody can not spell or uses grammar right?
should read
Why is it that nobody can spell or use grammar correctly?
but I agree with the point, sometimes the questions are completely unintelligible.

Technically speaking, your question should have been : "Is there anybody using this site who has even a slightest knowledge of grammar or spelling?" The way you have put it makes it sound as if 'the slightest' is some special kind of knowledge of grammar and spelling which you would like somebody using this site to have. Everyone has a different racial, social, educational and vocational background. Linguistic capabilities of a person depend a lot on these factors. Moreover, knowledge of grammar and spelling is not a must in many professions. For instance, if you are a manual laborer, what matters more is your ability to perform the physical tasks necessary for that particular job, and so on. Having said this, I would like to add that I do agree with your being irritated at people who use poor grammar or spelling, not because they are ignorant, but because they just don't care. They don't realize the hazards of miscommunication, I guess.

Your first sentence should end "uses grammar CORRECTLY?"
Your second sentence should end with a period, not a question mark. You should have capitalized the "E" in English. Also, I think you forgot to use an apostrophe in "don't," and you need a question mark at the end of the third sentence.
But to answer your question, I think there are many reasons people use bad grammar. In sum, the world is going to hell in a hand basket, and poor grammar is just a symptom.

Because it's not a priority in schools anymore. There is more of a focus on keeping our math and science skills in line with the Japanese in standardized testing. Classroom time for basic grammar skills has dimished to only 30 minutes a day on average.

Why don't you ask yourself? You used horrible grammar in your question. Most people don't care enough to use proper grammar. And I know that a lot of times people speak differently based on where they are from. I am not stereotyping anyone, but it's true. A lot of people also don't know how to speak using correct grammar.

I don't expect everyone to have proper English either, but I expect the person asking this question to have proper English.

Why is it that nobody can spell or use or grammar correctly?
Just because we're lazy and it's the internet and as long as you can understand it who cares really

Instant messaging and other electronic mail systems are the cause, I believe. People in todays society are getting lazy and have not the time to produce grammatically correct sentences and paragraphs. I know I have falling for this very lazy attitude.

I assume you ask: "Why is it that no one uses correct spelling or grammar anymore?"
My suggestion is that, if I were you, before lamenting on the faults or incapability's of others, I'd check myself first.

Honey, if people did that like they're expected to this world wouldn't be half as interesting as it is.
