It's either a bearing or a bushing that is just about frozen up. It could be because the seal for the pump is leaking, allowing water to get into the bearing/bushing. I always try to fix something before replacing it. Disconnect the pump and take it apart. Look for evidence of a water leak. You may be able to buy a replacement seal at your local auto parts store if you give them the measurements of the shaft and the opening for the seal. They may also have the bearing or bushing in stock.
