You can go to British Council,J.G. Marg, near connaught place, Delhi. It is a part of the British High Commission. They will politely give you information. I think there is no M-Tec or M.Tech at Oxford but there are better courses. You may need to get good marks in a test of English

Go to Oxford University site, for admission details. For computer Science MIT & IIT are good.
