As a life long writer; published; I agree in part with answer number one, and in fact at one time did such a thing. To do so is pretty much an ego thing however, and now, with the WWW, there are thousands of "E publishers" listed. That said, what your friend has, should at least be a passion, and shared in any way possible.
I'll offer this valid knowledge, and it relates to your friend as well as anyone wanting to accomplish the same.
Certainly, and depending on the "genre" there are hundreds of legitimate publishing houses out there. A query letter is most often demanded, and then what anyone needs to have the fortitude and patience for is the ability to accept rejection.
As simply put as I can make it; Consider that a large publishing house may receive upwards of 5000 manuscripts a week. The "weeding out process" can be compared to "American Idol."
Of the 5000, only 1 may actually ever make it to a book store shelf.
The important issue for any writer is not to be in it for the money, and when/if rejected, hope that the note comes back with some "tips" of what to do or not do.
The point is, don't take rejection as a personal attack, but maybe keep the pink slips as trophies; reminders of the passion and effort.
I suggest your friend begin at a library, scanning writing magazines. Many have listings in the back for submissions and info on how to.

You can always find a publisher who will publish your books. This process is called self-publishing or more pejoratively, these publishers are called vanity presses. You have to pay for the books to be published, and afterwards the publisher may or may not do anything to help you market the book. If they don't, Amazon has a program now where you can put titles on there, which makes it at least plausible that your friend will sell some copies.
From everything I've heard, though, book writing is not a means to make money unless you're one of the chosen few. If your friend just wants to see his name on a book, then I'd say go for one of the self-publishing houses. An acquaintance of mine told me he got published via this route for only $500, and is now selling his book on Amazon.

Before approaching any publisher, he must be prepared with sufficient feedback by presenting some of the contents either in the forums/blogs on the internet to attract opinions/comments. This feedback would give him lot of insights and confidence to go ahead with the plan of publishing.
He could mail to his friends/well-wishers requesting them to express sincere and critical comments on it. This adds extra courage. With these ingradients in his kit, let him approach any publisher where he can expect something more on concrete terms and with bargaining powers.
