Is there a better way to utilize this system or we need to eliminate it completely? Where could those dollars be better used?

No, since it's their tax money anyway. Why should I pay to educate your children, and support roads that you drive on, and so and so on. Your a hypocrite with your statement.

Though many federal programs are run rather innefficiently ( and welfare programs are no exception) they are a necessary safety net. Sometimes people fall on hard times due to our capitalist system which is characterized by job insecurity. Temporary assistance to those in need, coupled with opportunities for job training and education can help people get back on their feet and be productive again, which is better than leaving people with no resources whatsoever, in which case they will be NOT be productive or contribute to society either financially or through the skills they can bring to the marketplace. Also, thanks to the welfare reform legislation in 1996, time limits and conditions are attached to receipt of benefits, which makes the system less wasteful and encourages those who try to milk the system to find other means of support.

The Welfare system is horribly abused. It is a good program for those who need it, but we spend WAY too much money funding those who are just too lazy to work.

I would offer the following suggestion as to one way to cut the costs. If you are a female receiving Welfare, or any other government handout program, you will be required to be on Norplant (or similar birth control that you don't have to remember to take). This is the time for you to be taking steps to make yourself more employable, not making more babies so you get more money.

I know, here come the objections. I hear them here, too. "Birth control is against my religion." So is sex out of wedlock. If you are going to try to use the religion argument, you better make sure that you are abiding by ALL of the rules, not just those that are convenient.

I don't think that Americans mind helping people that need help. I KNOW that we get upset at people expecting a handout when they are fully capable of earning their own income and not relying on ours.

Yes, it is abused. More than half the people on welfare, currently, or people who have been on welfare in the past, abused it. I believe, that the government should have people that money back, or face imprisonment. I'll be damned if my paycheck wen't to a jobless, pathetic women with six kids.
I'll allow it, if the she paid that money back, a year or two years after she's been off welfare. If she didn't she should get ten years in prison, ATLEAST.

Yes it is. What they need to go back to is what they had during the great depression in the 30s. It was a government program called WPA. Sorry I can't remember what it stood for...but it was for people that could not find work elsewhere, so the government had JOBS that people could take to have money to eat. It wasn't a free handout...people actually WORKED for the money they received.

All government social programs are a waste of money; as well as inefficient and unethical.

The money could be better used in the private sector, like my bank account.

there are programs that waste more money than welfare,but welfare could use more reforms.
