Removing jams
Re-filling paper
Replacing ink catridges
So what would be non-routine maintenance?

as you know if you don't use it often enough it will dry up and never work unless you give it a good clean,
all you do is run a test page once a month or so and your in
business

You forgot one on routine maintenance for one - Cleaning the print heads or Nozzles (that is your most important)
Non routine maintenance would be things like changing the waste ink tank/sponge, and cleaning the rollers.
