A thought doesn't have to be justified by intelligence in order for it to exist. Think about it. A child does not have worldly intelligence but they can still have thoughts like why is the sky blue and things like that. I hope that's a good enough answer.
In all honesty, though, I think you do raise a good point. It's kind of like what's the point of a thought if there's no intelligence behind it. (at least that's how I see it!)

If the airhead has a thought, it is a thought. However, the thought would be a little dim, and since there's no intelligence to entertain the thought, it would be bored to death.

Intelligence is there to process the thought. Like 'data' being processed into 'information'. Therefore I'd say there's still a thought.
