I am not entirely sure, and I have no references, but in case no one else comes up with a better answer...
1. The hungry baby crying, is using sound to help meet a basic survival need: food. I want food, my body needs food, and my body is pre-programmed to scream until I either get food, or run out of energy to even scream.
2. The siren wailing, is using sound to alert people to some danger or emergency situation. It is startling people.
3. The singing of the national anthem, is using sound to instill pride in one's country. (I guess... although some people don't have pride in their country nowadays. But in the past, during a time of war, the singing or playing of the national anthem was a very special time of drawing the people of a country closer together.)
4. The hissing snake, is using sound to meet a basic survival need: safety or self-defense. (I may not have chosen the right words, but you know what I mean?) The snake is hissing to alert those creatures around it that "I am a snake, I am here, and I will bite you!!" It is the snake's equivalent to the lion's roar. And I don't know many creatures, me included, who would not run far far away at the sound of a snake's hissing or rattle... even if we are not sure if the snake is poisonous or not... we run from it. Or try to kill it... but more often I run. :)
