Over flow is nothing but change in the level.

I think you meant to say that, " every rivers empties in to the sea, still why sea or ocean does not overflow.

It does change level (not just tides).

Example:

There is a Bay in Bombay area call Back Bay, when Bombay, decided to fill the Back Bay to generate new ground for expansion, water started rushing to Versova area and damaging the foundations of buildings there.

Each sea can be considered a big container, if water stay in the container it does not over flow.

So it has to be bigger then the all the water coming in from the rivers. But there is a limit to everything. Storm Katrina and Rita, made Gulf water, over flow in to few cities. Earthquakes can cause a wave that can make sea over flow, It happen few ears ago, and will happen again from time to time. Red sea was formed by the earthquake.

Evaporation actually dry the sea up, if no water get in, this is happening now, Russia made a dicission to change a river flow that was feeding Adriatic sea, it is drying up fast, now they are thinking of doing somthing about it, last Idea was to get water from Red sea to go to Adriatic sea, prevent Red sea from over flowing in the future.

If u put a plate of water under the sun, it will disappear after some hours, so this may be the physical theory that sea water can be evaporated in the open sea as in the plate of water.
You can argue that the rate of flowing water from so many rivers is faster than the rate of evaporation, but, on the other fact, the surface area of the ocean/sea is much, much bigger than the landed area in the whole world which will definately increase the rate of evaporation which we can hardly imaging that it realy occurs, also coupled with the high & low tides which will help to absorb the water by the swamps and marshes along the coastal area.

O yes, they do definitely get Over-flowed. And the results are the slowly diminishing Land Areas.
