A good all purpose sink cleaner is distilled white vinegar. Wipe it on with a cloth and rinse off with clean water. May have to let is soak a bit if it's been there a while. Another option that not only removes soap scum but also stains is a paste consisting of cream of tartar and hydrogen peroxide. Apply it and let it sit for a short while and then rinse off.

I use hydrogen peroxide in a spray bottle with 1/2 water around my bathroom sink. Let it sit for 15 minutes. Soap scum wipes right off, it works like a charm!!!!

Tide works the best. To wit, we have a clear vinyl shower curtain and some times we let it go too long and it becomes white with soap scum. No problem, we just stick it in the washer with Tide and presto, it comes out looking brand new, not good as new, but brand new, you couldn't tell it apart from one just out of the package.
