You ask which country or region in the world has the best cuisine. If you mean, where can you find the best cuisines in the world, then the United States of America has the best cuisines from almost every country on the face of the earth. Virtually every regional cooking on earth is proudly represented in the U.S. by cooks who come from those regions around the world. The variety available in the U.S. is truly astounding.
You can go to any city and experience wonderful French, Italian, German, Belgian, Swiss, Norwegian, Swedish, English, Austrian, Polish, Russian, Spanish, Portugese, Greek, Turkish, Lebanese, Egyptian, Saudi Arabian, Ethiopian, South African, Pakistani, Indian, Thai, Chinese (Hakka, Cantonese, Beijing, Sechuan, etc.), Mongolian, Korean, Japanese, Malaysian, Indonesian, Australian, Vietnamese, Pacific Islands, Mexican, Caribbean, Guatamalan, Brazilian, Argentinian, Peruvian, Chilean, Canadian, and so many more cuisines that cover just about any region of the planet--with one big exception: Antartica. Where else does this phenomenon exist to the extent it does in America? [The list I just gave are only those fine cuisines I have experienced in the U.S. personally--and I am sure I omitted some by accident.]
Having said that, there is also the wide-range of foods that are thought of as being traditionally American, and are on a par with the best the world has to offer.

My vote is for Mexican. It's by far my favorite. It isn't too spicy (like Asian or India), It has a wide varitey. However saying that, I think that Italian cuisine has more of a varitey. They do more than pasta and pizza you know.
