The FBI is a federal police force, charged with investigating crimes and catching criminals.
The CIA is an intelligence agency, charged with spying (both overtly and covertly) on extra-national organizations and, when authorized, taking action to affect them.
Thus, the FBI has no authority to spy without specific authorization from a judge, and the CIA has no authority to act within the borders of the USA, at all, at all.
Of course, in neither case has this stricture been observed with any regularity. That's why we have "indictments."
