Any type of recovery through a proper process (a company who specializes in this area) will cost you any where from $1,000 and upwards.

Power problems is not a good thing for hardware especially your HDD it puts a massive strain on the component and well HDD failure will come quickly also windows shutting down improperly can cause windows to corrupt and so you would need a computer with windows installed so you can extract the files you want.

I would highly suggest this to you right now and that is replacing your computers PSU (Power Supply Unit) and then investing in a good UPS (Uninterruptible Power Supply) which will keep your computer running in case that the power goes out all of a sudden and also protected from Surges, Spikes, Brown Outs, Power Loss and i say this now it is worth every cent spent and i mean that with a passion because having to buy new hardware because of hardware failures or spikes/surges is not my idea of a fun time.

Anyway protection is a major thing for computers because hardware failure due to power loss etc is a costly thing.

I had the same thing happen with my computer. I formatted my hard drive, and tried reinstalling Windows XP, but I kept getting blue screen errors. I found out that the power outages caused one of my memory chips to go bad. You might want to check into that.

Honestly, if you can get it done for 500, I'd be surprised... The big question is: Is it worth that kind of money for the data on there?
