African Heads of state are corrupt because there is great poverty and illetracy among the majority of their subjects. They amass wealth primitively because there is no means of checking them. The average african reverences the rich without caring how the riches are gotten. So they use corrupt means to get and stay in power - not to improve the lot of the subjects but to enrich themselves. Another reason is that every relation far and near expects a person in power to be rich and so they have to amass wealth through corruption. Check it out, all african head of states are as rich as their respective countries by the time they leave office.

I am not an African Studies Scholar so the following are just written out of common sense. Let me know if I am wrong.
Power corrupts, and absolute power corrupts absolutely. So its the job of the Legislature or some kind of censorship department to keep the government clean. I suppose there must not be a lot of working legislatures in Africa, so corrupt officials can get away from law.
Second, Africa is a continent that is haunted by coups, civil wars and all kinds of violence. The head of states never know how long they can rule the country. So their strategy would easily become 'grab all you can when can grab'.

I don't really care about African head of States...but I'm really concerned about the corruption in Washington DC. Corruption used to be for the big fish...now its like becoming fashionable for everyone to jump into the corrupt pool.

Because in tribal tradition, it's all about the leader. The leader wants to be the center of everyone's attention. It's not about public service. It's about them, so they will consider only what's best for them.
