i'd like to know if an extreme sports park would be categorized as one?

It depends. Are you talking about having an extreme sports park, or themeing a park based on extreme sports? If the park in question had different sections with different rides, shops and attractions each themed to a different type of extreme sport, then yes, it would be a theme park.
Theme parks are basically what I just mentioned; a park with different rides and attractions with a consistant theme. A theme park also has different sections throughout the park with different themes.

Theme parks are usually designated for amusement parks with rides, restaurants, and shops. Unless you're talking about building an amusement park with an extreme sports theme....
