What could cause bad emissions in a VW Vento TDI?

I have a 1994 Volkswagen Vento GL TDI, and it failed the emissions test. What could be the culprit?

you said it fail .what did it fail for in nyc. they are loking for hc co and nox three gasses. will need more info

change oil,if its blowing smoke, go to a car wash and tell them to wash out the pipe of muffler

they should tell you what is wrong,,put it on a machine to get the results
