Please refer to the book "Moisturizing dried tobacco in a pouch", by Ezra Pound, Penguin Books, paperback, 1985.

Be gentle with the dry tobacco or you'll end up with a pile of dust even if you rehydrate correctly.
Mix 1 teaspoon of white vinegar in 1 quart of water. Distilled water is best.
Spread out the dry tobacco in a flat glass or stainless steel bowl or tray.
Lightly spray the tobacco with the prepared water. Start with very little.
Cover the tobacco with a lid or plastic wrap so the water adsorbs rather than evaporates. Repeat if necessary
Once back to the correct moisture level allow the tobacco to sit for a day before smoking

Potato and apple will alter the taste- put one slice of cucumber in with it for a while- that's what I always did when I was at college and it doesn't alter the taste of the tobacco at all.

Use potato peel, this doe's not interfere at all with the flavour. Or if your a little more extravagent, a capfull of whisky or brandy works fine and gives a lovely flavour

Put a slice or two of apple in with it. The fruit will rehydrate the tobacco and give it a pleasant taste and aroma.
