I think there must have some regsitry errors and spyware in you PC to slow it down.
You need to try a registry cleaner to clean you PC.

quake 4 is probally one of the most demanding games for the p.c but im at a loss to see how you should have any problems with your specs which are pretty damm good
i mean i have a amd 3200+ , 1024mb ram , 2 x 120gb hard drives , nvidia geforce 6600gt , and i can run quake4 at medium settings and get around 50 fps
as quake only requires 384mb ram it isnt a memory issue,and its defenitely not your cpu,so my first guess would be a direct x issue
go to http://www.microsoft.com/windows/directx/default.mspx,and download the latest direct x 9.0c runtime
however i had a similar problem to you with doom3 a while a go and i uninstalled the game,installed the latest direct x then installed doom3 again and that sorted the problem out
so remove quake4,install direct x 9.0c then install quake4 again,it should be ok after that

It very well could be a memory problem. From what you said, you have more than sufficient RAM to run the game, and the rest of the pc's hardware sounds good too. The only thing I can think of is that you might want to check with Nvidia to see if there's an updated driver for the video card. Good luck.

It sounds like you have too much programs running at the same time.Close down all the taskbar programs that you dont need running. Also press ctrl + alt + del and then select the task manager. Select the process tab and look for the quake 4 games .exe filename.Then right click on the name and change the "Set priority".
This should give the game more CPU power and windows will deal with this process more quickly.

What settings do have in the game? Try going into your game's options and set everything to LOW, and work up from there. My guess is that you have antialiasing on, and this could really slow things down with a 7300le.... Set the game's res to 800x600.
I just finished the game on my 1.7Ghz P4 with a Geforcefx 5600, and my system had 512 MB ram, so if I can run it, I know you can! (BTW, awesome game!)
