I recently found a used PC on eBay. It has everything I need, but the seller states that he scrubbed the HD and has no OS installed. The computer has a Windows XP Pro COA attached to the case. Is there a way to legitimately get a recovery disk without buying a new OS?

If the PC has a Certificate of Authenticity [COA] number [and you state it does] then you can install that version, and when prompted to activate, elect activate by telephone, then call Microsoft for the Activation code [using that COA].

If you know someone that has XP, you can burn a copy of their CD, then use your COA number when you install.

yes...most flea mkts techies will make you a hack copy for alot less than the price of a new one. As long as the license is valid and activates its good.
