You mean the hard disk, right? You can format it.
If you mean the RAM, then it is cleared everytime you reboot the computer. Windows may have saved some parts of the RAM on your hard drive (if swapping is enabled), you can clear that too by deleting the virtual memory file (386.swp IIRC) from DOS. The next time Windows starts up it will automatically recreate the file.

If it's disc clean up ... you mean HDD- Hard Disc Drive.
Well, if it's C: drive, you might have windows on it, ... if you have c:\windows folder, don't delete it or Program files or Documents and settings.
Go to My Computer > and then to your c,d,... drives
erase what you want, not c drive.
If you want to erase a complete partition, right click it and press FORMAT, BUT ONCE YOU DO THIS ALL YOUR INFORMATIONS WILL BE LOST.
Go to start > settings > control panel > Add remove programs and erase some progs that you don't need or games.

Here are some things you can do...first eliminate all rarely used programs not needed. next eliminate all bundled programs not needed such as money, quicken, etc. Stay away from aol. They fill your cache with lots of added xtras that definitely slow the computer down. Make sure you dont have duplicate function programs such as avg and norton or adaware and spyware, or windvd, and power dvd. defrag your computer so it can operate more effeciently on a regular basis. good luck.

You can run a ram cleaner like this one http://www.cyberlat.com/ramcleaner/ and it should remove any programs your running that haven't removed them selfs from the ram fully.
