I have never heard that expression to be honest with you, so I am going to take a guess and say that it is a poem with or without structure, a poem that you have total freedom of authorship over. Sorry I couldn't really help. :*(

I think Walt Whitman is an example of an open poem.

There really isn't any structure and his poetry changes abruptly from one thought to another.
